Brooks W. DALY


Independent Arbitrator

Brooks Daly is an independent arbitrator based in The Hague with over 25 years of experience in international dispute resolution. Until December 2022, he was Deputy Secretary-General and Principal Legal Counsel at the Permanent Court of Arbitration (PCA), where he served for 20 years and had primary responsibility for the legal affairs of the organisation.
Before joining the PCA, Mr. Daly worked as Counsel at the International Court of Arbitration of the International Chamber of Commerce (ICC) in Paris. He also practised at major law firms, including Latham & Watkins in Los Angeles and Hale & Dorr in London.
In addition to his work as an arbitrator, Mr. Daly is a frequent speaker on international arbitration topics and is a Visiting Professor at Leiden University School of Law. He is recognised as a leading expert in the field and was named an Officer of the Order of Orange-Nassau by the Netherlands in 2013 for his contributions to international arbitration.
