Bernard FOUCHER
Bernard Foucher is an honorary member of the Conseil d’Etat. He was President of the Limoges Administrative Court from 2003 to 2007, then Vice-President of the Paris Administrative Court. In 2008, he became President of the Administrative Court of Melun, before becoming President of the Administrative Court of Appeal of Douai in 2010 and being appointed member of the Conseil d’Etat.
Bernard Foucher is the author of numerous publications on public law and sports law. He is President of the Ethics and Deontology Committee of the French Rugby Federation (FFR). Until August 2023, he was President of the Ethics Committee of the International Cycling Union (UCI).
Bernard Foucher acts as an arbitrator and a conciliator in sports-related cases brought before the French National and Olympic Sports Committee (CNOSF). In addition, Bernard is on the list of arbitrators of the Court of Arbitration for Sport (CAS) based in Lausanne (Switzerland).
