Two panels will be held on Monday, 7 April 2025 at the Hôtel Plaza Athénée, from 14h00 to 19h00. In person (limited seating) or by Zoom.

The second panel on the topic of "Crafting Investment Treaties: a Cross-Continental Debate Among State Officials" will take place from 4 pm to 5:30 pm.

Speakers:

• Mark A. Luz (Responsible for Canada’s Defense in International Arbitrations - General Counsel in the Trade Law Bureau of Global Affairs Canada)
• Jaroslav Kudrna (Head of International Arbitration and Investment Protection at the Ministry of Finance of the Czech Republic)
• Mahmoud Elkharashy (Head of Foreign Disputes & International Arbitration Department at the Egyptian State Lawsuits Authority)
• Claudia H. Salgado Levy (former National Director of International Litigation and Arbitration, State Attorney General, Ecuador)

• Moderator: Gustavo Laborde (Partner, Laborde Law)

The panel will discuss the state of investor-State dispute settlement and explore why States continue to enter into investment treaties. The goal is to bring together state officials from both capital-exporting and capital-importing countries to explore the underlying motivations and rationales behind these agreements, and see if there is a unifying theme.
