Director - Former Ambassador of Egypt to Rwanda
African Migration Observatory

Ambassador Dr. Namira Negm is an Egyptian diplomat and international lawyer specializing in public international law and African Union legal affairs. She currently serves as Director of the African Migration Observatory, a specialized institution of the African Union based in Rabat, Morocco.

From 2017 to 2022, she served as Legal Counsel of the African Union, becoming the first woman to hold the position and overseeing the organization’s legal affairs. Earlier in her career, she served as Ambassador of Egypt to Rwanda and held several roles at the Ministry of Foreign Affairs of Egypt, including Legal Adviser at Egypt’s Mission to the United Nations in New York.

Ambassador Negm holds an LL.B. from Ain Shams University and both an LL.M. and a PhD in Public International Law from King's College London. She has also taught and published on issues of international law and African Union legal frameworks.
