Emmanuel GIAKOUMAKIS

Emmanuel Giakoumakis is an international lawyer with over a decade of experience across international courts, private practice, and intergovernmental organizations. He currently serves as Assistant Legal Adviser at NATO's Office of Legal Affairs in Brussels.

Before joining NATO, Emmanuel was an Associate at Steptoe LLP in London and Brussels, where he advised clients on public international law matters including investment treaty arbitration, WTO disputes, and questions of State responsibility. He simultaneously served as a Visiting Lecturer at Georgetown University Law Center's Centre of Transnational Legal Studies in London, co-teaching a course on international investment law.

From 2018 to 2022, Emmanuel served as a Référendaire (Associate Legal Officer) at the International Court of Justice in The Hague, acting as legal adviser to the former ICJ President, H.E. Judge A. Yusuf. In that role, he worked across 21 inter-State cases and one advisory proceeding, covering issues ranging from maritime boundary delimitation and the use of force to human rights and environmental law.

Earlier in his career, he was an Associate at Volterra Fietta in London, focusing on inter-State disputes and investor-State arbitration, and trained at Nikos Frangakis & Associates in Athens, handling cases before the European Court of Human Rights and the CJEU.

Emmanuel is a DPhil candidate in Public International Law at the University of Oxford. He holds an LLM with distinction from the University of Cambridge, and a first-class LLB from the National & Kapodistrian University of Athens.
