Noelia GUEVARA

Noelia is a lawyer who graduated magna cum laude from the Pontificia Universidad Católica Madre y Maestra (PUCMM), with a strong academic record and active participation in both national and international legal activities. In 2012, she was awarded the prestigious Fulbright Program to pursue a Master’s degree in International Legal Studies at Georgetown University. She also holds a specialization in Economic Analysis of Law from George Mason University. Additionally, she has received advanced training in economic, social, and cultural rights in Finland and in sexual and reproductive rights litigation at Harvard University.

Noelia has worked as a lawyer at De Camps Vásquez Valera and as legal counsel for Philip Morris Dominicana, where she was part of the legal team recognized by The Legal 500 in 2017. She later served as Deputy Legal Counsel to the Executive Branch of the Dominican Republic, appointed in 2020, and currently serves as Vice Minister of Judicial and Extrajudicial Representation. In addition, she is a professor of Public International Law at Pontificia Universidad Católica Madre y Maestra and an active member of various legal organizations.
