About us

The African Legal Support Facility (ALSF) is an international organization hosted by the African Development Bank Group, established to assist African countries in negotiating complex commercial transactions, and strengthening their legal and institutional capacity.

ALSF provides specialized legal, financial and technical assistance to governments across Africa in strategic sectors such as energy, infrastructure and public-private partnerships (PPPs), natural resources, sovereign finance. Its work spans the full lifecycle of transactions and disputes, from project structuring and contract negotiation to settlement support.

A core pillar of ALSF’s mandate is to rebalance negotiating power between African States and private investors by ensuring that governments have access to world-class legal expertise when facing complex transactions. In parallel, ALSF invests heavily in capacity building through training, toolkits, and institutional strengthening, enabling public administrations to manage risks more effectively and improve long-term governance.

ALSF’s work ultimately aims to strengthen States’ long-term ability to manage complex transactions independently, by combining hands-on legal support with sustainable institutional capacity building.
