The discussion will explore the evolving role of inter-State arbitration in resolving complex disputes, with a particular focus on the unprecedented proceedings initiated by Azerbaijan against Armenia before the Permanent Court of Arbitration. These cases—under the Bern Convention and the Energy Charter Treaty—raise novel questions about environmental obligations, energy resource access, and the use of arbitral mechanisms in the aftermath of armed conflict. The panelists will share the insights on the significance of these PCA cases for State-to-State dispute settlement, broader implications for inter-State arbitration in regional and global contexts as well as potential developments and arguments as these proceedings advance.

The discussion will bring together Sargis Grigoryan, Prof. Moise Magane Mbengue, Prof. Kamalia Mehtiyeva, Prof. Jean-Marc Thouvenin and Alexandra Van Der Meulen, and will be moderated by Noah Rubins KC.
