The discussion will explore the evolving role of inter-State arbitration in resolving complex disputes, with a particular focus on the unprecedented proceedings initiated by Azerbaijan against Armenia before the Permanent Court of Arbitration. These cases—under the Bern Convention and the Energy Charter Treaty—raise novel questions about environmental obligations, energy resource access, and the use of arbitral mechanisms in the aftermath of armed conflict.
