Senior Managing Director

Andrés Chambouleyron is a Senior Managing Director at Ankura, based in Miami. He has more than 30 years of experience in regulatory and antitrust economics and as a testifying expert assessing damages in arbitration cases in sectors such as electricity, oil & gas, internet and telecoms, water and sanitation, airports and infrastructure in general. He specializes in regulatory economics, damage assessment and antitrust. Dr. Chambouleyron has been involved in more than thirty-five international arbitration cases assessing damages under ICDR, ICSID, ICC, CEMARC, PCA, CECAP, VIAC and UNCITRAL rules in Latin America, Europe, Africa, the Middle East, U.S and Canada. In the public sector, Dr. Chambouleyron has been Undersecretary of Energy at Argentina’s Ministry of Energy and Mining (2015 - 2018) in charge of monitoring natural gas and electricity wholesale markets and prices, and in charge of overseeing tariff reviews of 8 natural gas distribution and 2 transportation companies, 2 electricity distribution and 8 transmission companies (2016-2017). Between 2018 and 2020 he was appointed Chairman of the Board of Argentina’s National Electricity Regulator (ENRE), entity that regulates rates, investment, and quality of service of two electricity distribution companies in the Buenos Aires metropolitan area (six million users), one 500 KV electricity transmission company, and seven 132 KV regional transmission companies (fifteen million users).
