Vice-Rector

Professor Dr. Islambek Rustambekov is the Vice Rector and Professor at Tashkent State University of Law (TSUL), Uzbekistan, where he specializes in Private International Law, Cyber Law, International Commercial Arbitration, and Investment Law.
Prof. Rustambekov holds a Doctor of Law degree from TSUL (2017), an LLM in International Commercial Law from the University of Salford, UK (2023), and completed post-doctoral research at the Max Planck Institute for Comparative and International Private Law in Germany (2017). His academic work focuses on digital law, international arbitration, and cross-border dispute resolution.
He serves as a member of the International Supervisory Board of the OIC Arbitration Centre and sits on the Board of the Russian Arbitration Center, he is the Chair of the Supervisory Board of Uzbekistan Dispute Resolution Center. Prof. Rustambekov is the first Uzbek citizen designated to the ICSID Panel of Arbitrators and maintains appointments with leading international arbitration institutions including HKIAC, AIAC, WIPO, EDAC, TIAC and multiple regional arbitration centers.
Prof. Rustambekov has represented the Government of Uzbekistan in over ten investment and commercial arbitration cases under ICSID, ICC, and UNCITRAL rules, and has acted as arbitrator and expert in numerous international disputes. He serves as a legal consultant to several Uzbekistan government bodies, including the Ministry of Justice, State Tax Committee, and Constitutional Court, and has led Uzbekistan's delegation to UNCITRAL Working Group III sessions on investment dispute settlement.
He is a member of prestigious international organizations including CIArb (MCIArb), ICCA, Commonwealth Lawyers Association, and the International Association of University Presidents. Prof. Rustambekov serves on the editorial boards of multiple international law journals published in Switzerland, Poland, Turkey, Brazil, China, and the USA.
In 2025, he became the first Uzbek legal scholar recognized in the prestigious Lexology international arbitration index. He is the author of over 100 publications, with books published by leading international publishers including Springer Nature, Kluwer, and Bloomsbury. His recent work focuses on AI in arbitration, online dispute resolution, and the intersection of human rights with the energy transition.
