Ahmed KHAFAGY
Mr. Ahmed Khafagy is a senior diplomat (Minister Plenipotentiary) at the Ministry of Foreign Affairs of Egypt; he had served in four diplomatic missions for Egypt in Sri Lanka, Bosnia & Herzegovina, Brussels and Bahrain. He entered many negotiations with members of the European Parliament from the entire political spectrum, high officials in NATO and participated in the round 11 of the negotiations between Egypt and Greece on the maritime delimitation between the two countries, which had been executed in 2020. He had worked in cases before the ICJ and ICSID.
Mr. Khafagy was the Legal Advisor to the Ministry of Foreign Affairs of Bahrain (2022-2024), he provided legal opinions relating to the interpretation of all international agreements that Bahrain had signed and ratified, Prepared the accession of Bahrain to the HCCH and the UNIDROIT. He also drafted and reviewed all kinds of draft agreements that Bahrain deemed to sign or ratify.
Mr. Khafagy worked as Director of International Treaties Division, MOFA, Egypt (August 2021-October 2022), Director of International Legal Affairs Division, MOFA, Egypt ( February 2018- August 2019); He also was the Rapporteur of the National Committee of the UN Law of the Sea (UNCLOS).
MR. Khafagy has two university majors; International Economics (School of Commerce & Business Administration- Helwan University, Cairo, 1998) and LL.B (Ain Shams University, Cairo, May 2008). He had a post graduate diploma in International and Comparative Law (American University in Cairo, July 2013), a fellowship from the United Nations Program in International Law (The Hague Academy, July 2022).
He attended many academic courses and workshops; Maritime Boundary Delimitation (NUS, Singapore, February 2024); The Law of the Sea (NUS/ Singapore Foreign Ministry- June 2021); Harvard Course on the Law of Contracts (common Law, self study, February 2022); Legal Dimensions of Contemporary Use of Force (GCSP, Geneva, November 2018); International Migration Law (IIHL, Sanremo, September 2012), Harvard Modeled International Negotiations Program (American University in Cairo, June 2012); General and Specific Course on Writing and Drafting Arbitration Award (Ain Shams University, Cairo, May 2008). He also attended other courses on different topics in Rome, Paris, Beijing and Canberra.
Mr. Khafagy used to be a judge at the Internal Moot Court for the semi finals of the German University in Cairo (March 2023), Arbitrator at the International Arabic Moot (February 2025) organized by the SCCA. He gave lectures on many topics of public international law at the Egyptian Institute for Diplomatic Studies, the Diplomatic Academy in Bahrain and Future University in Cairo.
