Francis SIRARD


Senior Managing Director

Francis Sirard is a Senior Managing Director in J.S. Held's Construction Advisory Services Practice, he leads the Canadian practice.

He is a professional engineer with more than 25 years of experience in the construction industry. He has held a breadth of positions in the fields of project management, project planning, and cost control. During the last 15 years, Francis’ expertise focuses on delay, loss of productivity, and change impact analysis, as well as quantification of additional costs and damages on construction projects.

Prior to joining J.S. Held, Francis was the president and founding partner of Examine Construction Consultants, and before that a manager in Deloitte’s Capital Projects division. In both positions, he wrote, prepared, and reviewed expert reports and construction claims.

Francis has acted as project manager for several general contractors and worked for owners on projects across North America and France.

Francis earned his EMBA in a joint program from the Université du Québec à Montréal (UQAM) and Paris-Dauphine University in France. He holds a Bachelor of Engineering from the École de Technologie Supérieure (ETS).

Francis is a member of several affiliations including the Ordre des ingénieurs du Québec (OIQ), the Association for the Advancement of Cost Engineering International (AACEI), the Institut de médiation et d’arbitrage du Québec (IMAQ), the ADR Institute of Canada (ADRIC), and SCL North America and SCL France.
