Hon. Charles N. BROWER
Judge
Judge Brower has been a Judge of the Iran-United States Claims Tribunal continuously since 1983, though on leave from it in 1987 to serve in the White House as sub-Cabinet-rank Deputy Special Counsellor to the President of the United States. From 2014 to 2022 he also served as Judge ad hoc of the International Court of Justice in three contentious cases. Earlier he had served as Acting Legal Adviser of the United States Department of State and as Judge ad hoc of the Inter-American Court of Human Rights. Since 2001 he is an Arbitrator Member of Twenty Essex Chambers, following a long career as a partner of White & Case.
