Timothy is a Chartered Quantity Surveyor and has over 25 years’ experience in the construction industry.

Starting his career in contracting he moved to private practice where he was responsible for a wide variety of new build and refurbishment schemes. While in private practice, he represented clients on a range of quantum-based disputes. Thereafter he became involved in the preparation, analysis and submission of expert witness reports and in the preparation and defence of contractual claims.

Tim has acted as quantum expert on a variety of occasions and has given evidence in court and adjudications. He has also undertaken multiple expert determination appointments roles as well as expert roles on behalf of banks in connection with the conduct of bank appointed advisors. Tim has undertaken numerous expert support roles on complex international construction and engineering disputes.

Tim regularly advises on construction related issues and disputes on major projects throughout Saudi Arabia and has led many of HKA’s most complex and technically demanding claims assignments in the region.

In addition, Tim has extensive experience advising contractors, banks and equity funds on the identification and mitigation of construction related risk. During the global banking crisis, he was seconded to the Royal Bank of Scotland in London for eight months to provide advice in connection with new and existing loan facilities and to assist with the work out of distressed projects.

Tim has experience working in all forms of dispute resolution and has a good knowledge of the JCT, NEC, FIDIC, Saudi Public Works Contract and the Saudi Aramco standard form contracts as well as various bespoke contracts.
