Loïc Valognes is a Quantum / CAPEX and Technical (non conformities & Project Management, scope variations) expert witness within the construction and energy sectors involved in Advisory Services and Arbitration.

Loïc has 30+ years of experience in the construction and energy sector, carrying out 65+ projects and engagement for all types of energy & infrastructure clients, including IOCs, NOCs, E&P players, investments funds, utilities, civil or structural steel contractors and E&C contractors, in Africa, Europe, Middle East, Southeast Asia, Russia ,Canada and the US.

Chemical engineer background and over 24 years’ of experience in the Oil & Gas Engineering and Construction industry with estimating and project control management roles.

Loïc joined FTI Consulting 7+ years ago and has been involved in 20+ projects in construction contracts dispute settings, some as a witness quantum or technical expert and 7+ engagement in gas/LNG markets or renewable energies due diligence as part of lenders requirements, investment assessments or negotiation of sales and purchase agreements (for Projects, SPA worth up to 180 MEuros for renewables and from 350 M$ to 17+ B$ for gas and LNG).

Prior to joining FTI Consulting, Loïc worked consecutively as (i) a Principal process engineer at Technip France (10 years), (ii) LNG & Gas Cost Estimating Group Manager for Technip Group and (iii) Director Estimating E&C for Chicago Bridge & Iron (14 years for ii and iii). Overall Loïc would have appraised / estimated 50+ complex projects worth $220+ bn of which $105+ bn have currently taken FID. Project currently under construction Loïc estimated includes 17.4 B$ Hail & Gasha for ADNOC (2,100 MMSCFD of natural gas in the UAE ) and 2.5 B$ Tilenga for TotalEnergies and CNOOC (230,000 BPSD of crude oil in North of Uganda).
