Eng. Talal Helali is presently the Chief Executive Officer of Hilali Industries – Sharjah, UAE which was founded since 1977 and the Vice Chairman - Industrial Group at Sharjah Chamber of Commerce & Industry. He also became the Regional Technical Manager at WACKER CHEMIE in Munich Germany which is the largest construction polymer manufacturer in the world.
Eng. Talal holds a Bachelor’s degree in Chemical Engineering and a Master of Business Administration in Strategic Management from the American University of Sharjah, where he also lectured on family business topics. He was one of the founding members of the CEO Club at the American University of Sharjah, under the direct supervision of H.E. Sheikha Budor Al Qassimi, and currently serves as a board member and chairman of membership for the club. Additionally, he has been a member of the judging committee for the Sharjah Economic Excellence Award and is currently part of the judging panels for innovative projects at Sharjah University.
As a CEO, he stands out when it comes to his leadership and management skills as he devoted his extensive experience in creating innovative cleaning products. His brand “BRAX” and “POOPSY” is now leading within GCC and still emerging in new potential markets in the region. His goal is to drive portfolio change aligned to changing customer’s needs. His unmatched dedication to work benefited Hilali Industries – Sharjah in terms of reduced expenses and increase of revenue.
In June 2025, Eng. Talal Helali was appointed Chief of the Syrian Investment Authority by Presidential Decree No. 118 of 2025. Since then, he has overseen the launch of significant investment initiatives aimed at advancing Syria’s infrastructure, real estate, and industrial sectors. He has also facilitated strategic partnerships with international companies to promote sustainable development and strengthen the local economy. Additionally, Eng. Helali has contributed to improving the investment environment by supporting the adoption of international investor protection standards.
