Cendrine DELIVRÉ
Cendrine Delivré, Partner Lawyer and Law Professor ("Agrégée") is a PPP Legal Expert. She has been a Partner at DLA Piper between 2014 and 2019. She joined CMS Francis Lefebvre Avocats as a Partner in charge of Infrastructures in Africa and then Asafo & Co.
She launched CDE Avocat (CDE Law Firm) in December 2022 with a focus on public law and PPP matters related to infrastructure projects in Africa and Europe.
She focuses her practice on the Infrastructure, Transport, Mining, and Energy sectors.
Cendrine assists her clients as part of the structuring of their infrastructure projects and advises them during both the bidding process and the negotiation phase of these projects’ contracts (concession, public procurement contracts, public-private partnerships (PPPs), power purchase agreement (PPA), EPC, etc.) and on contract execution and related litigations. She regularly assists her clients regarding the renegotiation and the restructuring of infrastructure projects. She is also considered an expert in the negotiation of complex contracts and their related litigations (including part of arbitration matters related to Infrastructure projects). In this respect, she is recognized as a lawyer “whose "solid experience in PPPs is reflected in the way she handles the legal aspects of these projects and during difficult negotiations" (The Legal 500 Paris 2019 Project Finance). Recently, in January 2023, the magazine Décideurs Juridiques ranked Cendrine as “Excellent” in Infrastructures and Projects.
She is ranked by Jeune Afrique Business + in the 100 Legal Powerlist (Edition 2023, 2022, 2021, 2020).
Furthermore, Cendrine benefits from extensive experience in advising international financial institutions such as the World Bank Group, IFC, and the African Development Bank. She notably has long-term experience in advising these institutions as part of major sectorial legal and regulatory reforms and regarding PPPs.
In Senegal, she advised a French transportation company and a French investment fund on two major public transportation projects. She advises Senegalese public entities on contractual and arbitration issues.
She mainly works in Africa (Ethiopia, Mozambique, Kenya, Senegal, South Africa, Guinea, Gabon, Ivory Coast, Burundi, Rwanda, RDC, Congo Brazzaville, Cameroun, Tchad, Mali, Burkina Faso, Marocco, Algeria, Tunisia) but also in France and French West Indies.
In Ethiopia, she intervenes as a PPP Legal expert on PPP projects (PPP road project, Diagnostic Centre Project).
She has expertise in advising her clients on airport concessions -Mayotte, Dzaoudzi airport, Guinea- harbor concessions -French West Indies, harbor concession in Guadeloupe-.
Regarding the Energy sector, she also advised the Republic of Guinea in negotiating two major hydroelectricity concessions and PPAs (Kaleta and Souapiti dams, 650 MW).
She also represents an American Health Company regarding their African matters on the continent.
Cendrine also wrote many publications and led various lectures on public law and public finances in France and abroad. As a Law Professor at La Sorbonne Paris Nord University, she regularly runs trainings on PPPs and the Energy Sector in France and Africa.
Cendrine provided practical and theoretical training, on PPPs, in October 2023 within the framework of the Africa Infrastructure Fellowship Program (AIFP).
She actively participates each year in Paris Infraweek with Paris Europlace in organizing a dedicated event related to Infrastructures in Africa.
